On this day in 1969, the ILH passed a rule allowing football programs to practice in the spring without helmets and pads.
Programs were allowed to practice for 10 consecutive days in May. The league also decided to use National Federation rules to keep it in line with the other leagues in the state. The biggest change was not allowing a defensive player to advance the ball after recovering a fumble.
